Tags are back, so there is no need for these notes and scripts anymore.

This is needed to allow us excluding some transitive dependencies from repository libraries (see IDEA-193045).

IDEA 2017.2 may modify project configuration files when the project is saved.

To clarify that it isn't necessary to install JDK 1.6.

It isn't required to run IDE or tests anymore (IDEA-185591).

Rename all modules in IntelliJ IDEA sources to ensure that they follow a consistent naming scheme.

Update references in code and comments.

It's now required to use at least IDEA 2017.2.5 to work on IntelliJ IDEA project, this is needed to allow us excluding transitive dependencies in repository libraries settings (IDEA-178557).

Gradle-based 'dependencies' module was added to the project so it's required to use IDEA 2017.1 or later to ensure that IDE will handle this module properly.

updated README to mention that all git repositories should be on same branch/tag (getPlugins doesn't ensure this)
