Update Section 4 Container Images

At the time of writing, Tanzu Community Edition (TCE) relies on the Bill
of Materials (BOMs) produced for VMware's paid product, Tanzu Kubernetes
Grid (TKG). This means that creation of clusters, both management and
workload, **always** use the same packages and versions as the rest of
TKG. This binding to a TKG BOM was a decision made to ensure we could
release TCE. Now we are at stage where we must unbind from TKG's BOM and
begin producing TCE-specific BOMs.

We have a couple of deprecated linters to be run by golangci-lint,
resulting in these errors when running lint checks:

    WARN [runner] The linter 'golint' is deprecated (since v1.41.0)
    due to: The repository of the linter has been archived by the
    owner.  Replaced by revive.
    WARN [runner] The linter 'maligned' is deprecated (since v1.38.0)
    due to: The repository of the linter has been archived by the
    owner.  Replaced by govet 'fieldalignment'.

Following the suggested replacements, this removes the 'golint' linter
and adds the 'revive' one. We were already using 'govet', so this just
removes the 'maligned' linter.

This change is being made to support dualstack configurations.
When running single stack, v4 or v6, only the serviceCIDR needs to be
set.

When running dualstack, both a v4 and v6 CIDR needs to be set in the
ConfigMap antrea-agent.conf serviceCIDR and serviceCIDRv6 config variables.
This change makes that possible.

An example of how the config vars are set can be found in the framework
