This reverts commit cd5ec7e6.

Problem:
Rancher 2.2.4 and 2.2.5 use monitoring chart 0.0.3, version check will
prevent app upgrade when version not change but we still want to update
the app

Solution:
Remove version check when upgrade alertmanager

Problem:
System chart have bug that enable alertmanager will also deploy operator if not set false to enable operator

Solution:
Set enable operator to false, system charts bug will be fixed later

It is possible that cloud credential is not
immediately available. Prior, this would cause
the test to fail. Now, create will be retried if
the credential is unavailable.
