This will get rid of the crash errors from S6 when pressing ctrl-C.

Leverage the buildtool cattle-binary-pull to pull in cattle service
packages.

This change unpacks the jar file in a temporary location, and reads
from the cattle-global.properties file for service.package.*.url
entries. It will then curl those.
