[2.5.9] Update default `ui-dashboard-index` setting

[v2.5.9] Only send PrivateClusterConfig for private clusters

GKE rolled out a change that denies setting PrivateClusterConfig on
Cluster objects if they are not using private nodes. Update
kontainer-engine (to handle GKEv1) and gke-operator (GKEv2) (TODO) to
conform to this.

update ui to rc3

- This 2.5 branch was pointing to the latest Dashboard (2.6)
- Normally this should point to the latest 2.5.9 dev build, however the Dashboard hasn't branched for 2.5.9 and 2.5.8 has been released
- ui-dashboard-index, I think, by default, is only used in builds that aren't releases (pkg/settings/setting.go IsRelease)
- Builds that are releases use the correct v2.5.8 reference already (CATTLE_DASHBOARD_UI_VERSION v2.5.8)

[v2.5.9] Check EKS cluster access in generic proxy

In the very specific case that the /meta/proxy route is being called in
order to get data about an existing EKS cluster, allow users who are
cluster owners for that cluster but not necessarily owners of the cloud
credential to call the provider API through the proxy. This is necessary
to allow these users to edit the cluster. The UI needs to pass an
additional 'clusterID' parameter in the X-API-CattleAuth-Header header.

[2.5.9] Bump k8s libraries for skippy bug

There is a CVE in gogo/protobuf that affects the kubernetes libraries.
Those libraries are upgraded to v0.20.6, which is not affected by the
CVE.
