Move Volumes so we can keep all the work

The Volumes were declared before we populated items in /var/lib/cattle
Per the Docker docs, and observed documented behavior, the data is
discarded.

FIX: v1 not accessible if reverse proxy

Cache a copy of the catalog in /var/lib/cattle/DATA

curl attempting to connect to the cattle url should follow redirection if rancher is under a reverse_proxy, adding -L to curl command
