With the creation of the release-1.2 branch we need to tag
the manifests with the beta.0 tag for the initial beta test
release.

allow ROOK_API_SERVER_ENDPOINT to be set by user

toolbox: default to rook-api dns name when no k8s service env vars are
given

Added dnsPolicy to rook-tools (K8s required version >1.6)

moved the helm charts and demo files to a `cluster` directory

helm charts are now built by the makefiles, and version tag is updated automagically.

refactor integration tests splitting out the kubernetes
cluster setup to just be in a script and making it the reponsibility
of the host/user/jenkins.

integration tests now run just like unit tests using "go test".
