Add bindmounting in certificate for ldap ssl/tls

[WIP] Add support to download and run local agents

To support networks that may not have access to CDN the agents
are now downloaded into the rancher/server container. They are
compressed and accessed through the CATTLE_ settings. The default
behavior will now be to use the local agents. If a user wants to
leverage the CDN versions a `-e USE_LOCAL_AGENTS=false` must be
passed when starting the container.

MySQL bind mount support

Support bind mounting a volume into /var/lib/mysql.
This will change the mysql UID to that of the bound
volume if the vboxguest kernel module is found.

Also:
  * fixes key_buffer prefix warnings during startup.
  * Added /var/log/mysql volume to dockerfile.
  * Added MySQL master configuration options.

Vagrantfile: use RancherOS

No proxy setting

Relist with key to populate fields

The new library we use for making a websocket connection to cattle
looks for the no_proxy environment variable instead of NO_PROXY. So,
set the lowercase version based off the value of the uppercase version.
Note that the uppercase version must still be set because we still use
the library that looks for it.

The lower case version of this environment variable is needed for the
python websocket-client library we are using.
