Added args and env vars to build files. These args are needed
to maintain proper system-chart branch for particular rancher
versions. This makes changes in support for make and drone.

Problem: gometallinter has been deprecated

Solution: Switch to gometalinter and enable to least number of linters
to be comparable to gometalinter.

1. Update drone1 config file for multiarch CICD
2. Update dapper and ci scripts for multiarch
3. Update test_kontainer_drivers.py for arm64 platform pytest.

Includes support for the following:
 - Enabling & disabling of feature in cluster config
 - Creation of in cluster CRDs on cluster registration
 - Syncing cluster scoped authentication token data to cluster
 - Syncing user and group data to cluster
 - Syncing necessary settings to cluster config map
 - Creation of an auth daemonset for deployment to cluster
 - Security verification for cluster auth tokens through Rancher proxy
 - Kubeconfig generation with multiple contexts for direct access
 - Updated build scripts to assist with testing DinD in Dapper
 - Basic DinD RKE tests to verify admin, user, & group cluster access

This change provides resource data and deployment capabilities to a
Kubernetes API Auth service for the purpose of authenticating user
requests without proxying through the Rancher server.

Remove linkmode external

This pr fixes several issues:
1. deployApp is no longer called in create lifecycle. All the logic is
handled through update. Also we don't delete bad release if it failed to
install for the first time. Related issue:

2. Handle the error message gracefully so that when users failed to
install, proper error message is presented. (permission and etc...)
3. Add to check to ensure the port allocated to helm and tiller is not
used.
