LIMIT/SKIP with negative or floating point numbers should fail even
if the input is empty.

This is a new requirement in the TCK.

    - Added DatabaseStartAborter which is used to poll the system
database while performing blocking operations on database start.
    - If the desired state of a database changes to STOPPED or DROPPED
while we are starting we must abort in order to avoid deadlocking.
    - The reconciler will not treat aborted state transitions as full
failures.

This allow for using more efficient byte buf allocation in netty.

Basically if we can get to a config file, and that config
file has ON_HEAP tx state set, then don't reduce the amount
of page cache memory to make room for off heap tx state.
