- even if no servers registered, make it available
- on hide, just remove from stripe, without making un-available

Use card layout to ensure that content of the dialog doesn't jump and there is enough space for all panels (IDEA-181512 fixed).

And use this in 'Package File' action to avoid FileTooBigException when updating big entries in archives (IDEA-109357).

inspection view: do not create empty package nodes when grouping by directory is enabled + some module-info.java contains problems
