The method now returns null by default.

This way we won't show 404 error page if context help is invoked for a third-party plugin without help page (IDEA-195693 fixed).

This is needed to return null from ConfigurationType.getHelpTopic by default (see IDEA-195693).

This is needed to allow us excluding some transitive dependencies from repository libraries (see IDEA-193045).
