NotNull instrumentation optimization: do not insert checks if a value on top of the stack is guaranteed non-null (IDEA-205572)

set limit to the largest file size which is allowed to be opened in editor

1. localVariableIsCopy -> isLocalVariableCopy
2. added more precise convert to local quick fix message (with info about to where field will be inlined)
3. fixed tests for new convert to local quick fix messages
4. removed inlineVariable(PsiVariable, PsiExpression)

add javadoc to make clear that ProjectExtensionPointName should be used for project level extension points
