`ExecutionException` is now raised when `docker-compose run ...` command exits with non-zero code at `PyRemoteProcessStarterManager.executeRemoteProcess()`. This method is used only for Python version inquiry and for the Python package management (which does not work for docker-compose interpreters) so this change should not affect other PyCharm parts.
