This is needed to allow us excluding some transitive dependencies from repository libraries (see IDEA-193045).

Matcher and ResultSet mutating methods are annotated; special handling of ResultSet removed

Actually it is bundled with IntelliJ IDEA only (and dynamically added to classpath in EclipseCompilerTool) so it should be attached to intellij.platform.jps.build module. This way this library won't be shown in 'Third party libraries' lists for other IDEs.
