Inlining action: updated codebase to use BaseRefactoringProcessor#processConflicts when possible (IDEA-CR-42043)

Classes from Ant plugin depends on classes from java modules, so this dependency is required. Adding it as explicit dependency to plugin.xml is needed to ensure that Ant plugin won't be suggested as compatible plugin when building other IDEs.
