IDEA-175226: unnecessary module dependency for kotlin should work automatically now

- Set true as default value for 'ide.run.dashboard' registry key
- Add 'Show in Run Dashboard' option for Spring Boot run configurations

This reverts commit 559143fd which was a fix for IDEA-108316

VcsRootDetector is not fast enough to be run in EDT thus IDEA-174636.
The limit will be removed again after IDEA-174636 is fixed,
i.e. when the root scanning in the Settings is made async.

use the registry option goto.action.skip.disabled if you don't like it
fixes IDEA-127307

Even scanning the whole already loaded VFS is fast enough,
since excluded directories are not scanned anymore.

For now it's invisible unless registry option is set.

by default). Implies purity for Object.toString(), Iterable.iterator(),
Iterator.hasNext() and this-changing Iterator.next(). Parameter-changing
 mode supported for hardcoded purity.
