resource bundle editor property rename fixed: no property with old invalid name creation after rename

IDEA-87408 Hold <ALT> button and select multiple lines vertically does not work as desired

This is a preliminary fix for testing purpose that allows to use new Alt processing.
You can change the following Registry key on fly: actionSystem.win.suppressAlt.new.
It fixes not only the 75885 issue, but the 87408 issue too.
