daemons restarting fixed

`BlockingCallDetectionKtTest` renamed to `BlockingCallDetectionKtTest` to make it run in Kotlin-Test configuration

backward compatibility - 3rd-party plugin extends ApplicationConfigurationType but uses own factory without options class

It overrides system shortcuts which allow to switch between all frames of the current application, while IDEA's actions allow to switch only between projects.

It is a very rare option, which would just confuse most of users.

Replace it in the commit message history, and from changelist comments as well. Otherwise the latest message will be taken from the changelist comment and even the LAST_COMMIT_MESSAGE modification won't solve it.
