[stats-collector] Ask a user if she wants to enable completion stats data sending on the first startup in eap

this fixes performance tests after adding the injection feature
injection checks are invoked for every matching-by-class psi element, and that is really expensive if to recompute

Using font file directly doesn't decrease registering time significantly, but main problem in JDK system call (see https://youtrack.jetbrains.com/issue/IDEA-208722#focus=streamItem-27-3334468.0-0 sreenshot of snapshot) Still, as our goal to make start-up blazing fast, for dev mode it make sense, because it is just 5 lines of code.
