So it exits on failure and doesn't continue on other packages.
So it tells you there are more packages that didn't get upgraded.

- Check after upgrade: run lint, tsc, and such after upgrading.
- Run npm audit --fix after upgrading.
- Add the upgrade command to the README.md
- Turn on the type checker so it type checks headlamp-plugin.js

- Adds missing config files added in recent versions

Since the plugins are tested in that job, and if they are changed
we want the tests to run too.
