This commit the correct special comment to instruct golangci-lint to not
return lint errors on untar, which was sourced for the goland build
tools in the standard library.

This also add additional comments to untar.

This commit includes the standalone workload cluster proposal.

It describes our intent to implement a flow where users can get a
workload cluster using tanzu at the quickest speed with the least amount
of required resources. Specifically, this approach creates and manages clusters without the presence of a dedicated management cluster.

* Update install.sh to process all present plugins

We currently have two places in the script that needed to be manually
kept in sync as we add/change/remove plugins. Rather than trying to
remember to update these locations every time, this updates the install
script to loop through anything present in the install package.
