With recent changes in the versioned docs to allow seeing locally made
changes, the "main" version of the docs are no longer published and
there is just "edge". We had a few links in our README and CONTRIBUTING
docs that referenced other documentation under this path that now fail.

This updates those links to point to their "edge" equivalents.

We added an action to automatically merge dependabot updates only for
the webhook, since that is fairly safe and happens often. There was a
small issue with the script in that the "Dependabot" account name is
actually "dependabot[bot]", causing the name not to match and the
merging to be skipped. This updates the name to match.

There were errors in the vsphere-cpi package's unit tests for the 1.23.0
and 1.23.0-alpha.1 package versions. These were fixed indirectly by:

https://github.com/vmware-tanzu/community-edition/pull/4135



This reenables the `test` target for those versions so unit tests are
run.

The action for performing the automatic merge of some updates was
failing due to the environment not being fully set up. This adds
installing go and cloning the repo so the `ensure-deps` step can run.
