This updates the getting started instructions to have the planned
package names that should be present once we do the 0.2.0 release.

We should now be able to do everything with the tanzu CLI. This updates
installation instructions to move over to use the tanzu commands.

Also updates the download instructions with the expected version of the
next release. This may need to be updated, but I thought it would be
better to have invalid links than to have someone download the old
version that would not work with the current instructions.

Add helper script for setting up test VM

This adds a script to help make it as fast as possible to get a new test
vm up and running. It only supports Ubuntu so far, but the hope is to
expand it to cover other deployment scenarios.

This is probably only useful as we work on getting things ready. We will
hopefully have a better deployment story once we get closer to full
release.
