Update go.mod which removes debug statements

This Harbor Package is based on Harbor Extension delivered in TKG 1.3.1.

Testing Done:
* Manually installed Harbor Package.
* Able to access Harbor UI, and push/pull images to/from Harbor.

Moving Build Plugins to Build Targets instead of Release targets.

The format used by using a "placeholder" string in the check did not
work everywhere. Since this is comparing the location of each tool we
are looking for, it actually should be an empty string.

The packaging make targets depend on the carvel tools to be present.
This enables the check to make sure they are there before running some
of the targets that attempt to use them.

Prometheus: Add monitoring dependencies to gather cluster health metrics

We now have new getting started guides published using Hugo that folks
should be using when trying out TCE. Our old getting started guide has
been mostly superceded by this, but until we are ready to clean up docs
and get this old information fully cleaned up, we should at least add a
note to it pointing people to the newer correct location to avoid
confusion.
