`ExecutionException` is now raised when `docker-compose run ...` command exits with non-zero code at `PyRemoteProcessStarterManager.executeRemoteProcess()`. This method is used only for Python version inquiry and for the Python package management (which does not work for docker-compose interpreters) so this change should not affect other PyCharm parts.

Those tests which really check importing of incorrect xml use special 'importProjectWithErrors' methods. This way we'll detect problems if some test actually doesn't work as expected because its pom.xml content is invalid (see IDEA-CR-31189 for example).
